Formerly the Health Care Financing Administration (HCFA). Extensive resources from the federal agency that administers Medicare, Medicaid, and the State Children's Health Insurance Program.

Ensures that each HUD program and initiative is responsive to the needs of persons living with HIV/AIDS. Also manages the Housing Opportunities for Persons with AIDS (HOPWA) program. The HOPWA program is a Federal program dedicated to the housing needs of persons living with HIV/AIDS and their families.

Formed in August 1997 to consolidate all programs funded under the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. Provides federal funding for HIV/AIDS care for low-income, uninsured and underinsured individuals.


Federal agency charged with improving the quality and availability of prevention, treatment, and rehabilitative services in order to reduce illness, death, disability, and cost to society resulting from substance abuse and mental illnesses.

Seeks to prevent new HIV infections, provide care and treatment, and address the needs of children and families affected by AIDS. A hallmark of USAID's program is ongoing research to develop and evaluate new tools for preventing HIV transmission and for providing improved services for those living with HIV/AIDS.

Focuses on coordinating continuing domestic efforts to reduce the number of new infections in the U.S., in particular in segments of the population that are experiencing new or renewed increases in the rate of infection. In addition, the Office will be working to coordinate an increasingly integrated approach to the prevention, care and treatment of HIV/AIDS. The office will also emphasize the integration of domestic and international efforts to combat HIV/AIDS.
