"2003 State Health Care Priorities Survey Report"
Since 1997, the Health Policy Tracking Service (HPTS) at the National Conference of State
Legislatures (NCSL) has conducted its annual survey of state health priorities to anticipate the health
issues, priorities and initiatives that may be addressed in the coming legislative sessions. HPTS
researchers survey state legislators, legislative staff, governors’ offices and executive agencies to
identify their legislative priorities.
