"The Effect Of Tax Credits For Nongroup Insurance On Health Spending By The Uninsured"
The report, by James Reschovsky, a senior health researcher at the Center for Studying Health System Change, and Jack Hadley, an HSC senior fellow and principal research associate at the Urban Institute, examines the effect of three hypothetical tax credits on out-of-pocket spending by uninsured people with low-incomes for health expenses and premiums.

The study is part of the Commission's Cost of Not Covering the Uninsured project. This is the third report from the project.
