The Alliance for Health Reform briefing, cosponsored by the Kaiser Commission on Medicaid and the Uninsured, looks at the transitional medical assistance (TMA) program, which extends health coverage under Medicaid for families moving from cash assistance into the workforce. Discussion focuses on: How important is maintaining coverage for low-income families? How well has TMA served low-income families as they have transitioned to paying jobs? Are there changes in the TMA program or other programs that would improve the chances of maintaining coverage in the welfare-to-work transition? What challenges have states faced in keeping insured the families of these transitional workers? What are the policy challenges in welfare reauthorization for persons with poor physical or mental health who receive cash assistance?
Panelists include: Diane Rowland, director of the Kaiser Commission on Medicaid and the Uninsured; Ron Haskins, senior White House advisor for welfare policy; Laurie Rubiner, policy director for the National Partnership for Women and Families; and Paul Offner, former D.C. Medicaid director now at Georgetown’s Institute for Health Care Policy and Research. Ed Howard of the Alliance will moderate the discussion.
