View kaisernetwork.org's Ask the Experts for a webcast looking at state high-risk insurance pools. These pools -- which provide access to coverage for people excluded from non-group insurance because of pre-existing health conditions -- are a key feature of some health care proposals, including the plan from presumptive Republican presidential nominee Sen. John McCain (Ariz.).

The experts discuss how current high-risk pools work in providing access to coverage, including their funding, the benefits they provide and the premiums that are charged to enrollees; how they relate to approaches for regulating the non-group insurance market; and what role they might play under a reformed health system.
