Before adjourning for the year, Congress passed legislation that will add prescription drug coverage to Medicare and ban a procedure that opponents refer to as "partial birth" abortion. Lawmakers also agreed on a measure that would authorize $15 billion over five years to fight HIV/AIDS.

Congress did not pass legislation that would cap medical malpractice awards or permit consumers, pharmacists and others to reimport drugs from other countries. While Congress did not overhaul the Medicaid program this year, lawmakers are expected to visit that issue next year as well legislation that would help reduce the number of uninsured Americans. Medical malpractice is expected to be back as well.
