States began their 2005 fiscal year with improved revenue collection, but many are still likely to face budget shortfalls and challenges in maintaining their coverage programs. The Medicaid and State Children’s Health Insurance Program (SCHIP) played key roles in ensuring that the number of uninsured children did not increase in 2003, but the capacity of these coverage programs will continue to be impacted by the overall fiscal conditions of the states.
As political candidates discuss health proposals that include expanding public coverage programs or increasing outreach to reach eligible populations, the Kaiser Commission on Medicaid and the Uninsured releases results from the fourth-annual editions of two 50-state surveys examining state actions on the Medicaid and SCHIP programs.
