The Colorado Right to Life Committee and Colorado Citizens for Responsible Government on Thursday filed a lawsuit in federal court challenging a state constitutional amendment that requires some advocacy groups to file financial disclosure papers with the state, the Associated Press reports. Amendment 27, which was approved by voters in November 2002, bans direct corporate campaign contributions, limits contributions from political action committees to candidates and political parties and restricts how much an individual or company can contribute to a candidate. The groups claim that the amendment is unconstitutional because it regulates issue advocacy, according to the Associated Press. CRLC President Diane Hochevar said that even though CRLC does not campaign for or against specific candidates, the group is required under the amendment to file financial disclosure papers with the Colorado secretary of state, which she said violates the CRLC's right to free speech. The groups are asking the court to declare the amendment unconstitutional and grant an injuction to prevent the measure from being enforced. The lawsuit is being funded by the National Right to Life Committee (Associated Press, 8/1).
