House Democrats on Thursday unveiled a supplemental spending bill for the wars in Iraq and Afghanistan that includes a number of appropriations for health care programs, CongressDaily reports. The House proposal surpasses President Bush's $103 billion funding request by nearly $21 billion. The proposal includes $3.5 billion more than Bush requested for Department of Defense and Department of Veterans Affairs health care programs (Cohn, CongressDaily, 3/9). Some of the additional DOD and VA funding would go toward brain injury and amputee care. The bill also includes $1 billion for avian flu preparedness and $735 million for state SCHIP deficits. The bill also includes a timeline for reducing the U.S. military presence in Iraq. The Bush administration "immediately issued a veto threat," CongressDaily reports (Cohn, CongressDaily, 3/8).
