      "The Human Cost of Federal Price Negotiations: The Medicare Prescription Drug Benefit and Pharmaceutical Innovation," Manhattan Institute for Policy Research: The report by Manhattan Institute senior fellow Benjamin Zycher analyzes the likely effect of federal government price negotiations for medications under the Medicare prescription drug benefit. According to the report, mandating federal price negotiations would substantially reduce the number of new drugs brought to the market each year (Zycher, "The Cost of Federal Price Negotiations: The Medicare Prescription Drug Benefit and Pharmaceutical Innovation," 11/28).
