"Consumer-Directed Health Plans: Early Enrollee Experiences with Health Savings Accounts and Eligible Health Plans," Government Accountability Office: For the study, GAO compared the financial features of health savings account-eligible plans and traditional health plans; compared characteristics of HSA members and traditional plan members; examined HSA funding use; and explored the experiences of HSA members. The study finds that both plan types covered similar services and used similar provider networks. In addition, the study finds that individuals enrolled in HSAs generally had higher incomes than those enrolled in PPOs. Few HSA members reported researching cost before obtaining health care services; however, many reported researching the cost of prescription drugs, the study finds. According to the study, most HSA participants said they were satisfied with their plans and they would recommend them to healthy consumers. Most HSA members said they would not recommend the product to individuals who use maintenance medications, those with chronic conditions, those with children or to those who might not have the money to meet the high deductible associated with HSAs (GAO, "Consumer-Directed Health Plans: Early Enrollee Experiences with Health Savings Accounts and Eligible Health Plans," 8/9).
