State Watch | Connecticut Lawmakers Pass Bills Capping Health Plan Copayments for Some Tests

      Connecticut legislators on Wednesday passed two health insurance proposals, the Hartford Courant reports. One of the bills would cap patient copayments for magnetic resonance imaging and computed axial tomography at $75 for each service, or $375 annually for all such tests. Copays for positron emission tomography would be limited to $100 for each service, or a total of $400 for all PET scans in a year. According to the Courant, insurers previously did not charge copays for such diagnostic tests, but recently have raised deductibles or created new copays to address rising medical costs. The bill now will be considered by Gov. M. Jodi Rell (R). If the governor signs the bill into law, insurers must adopt the changes by Oct. 1. The second bill calls for insurers to provide more complete disclosure to physicians of fee schedules, either in digital or electronic format. Under the bill, a doctor would be able to view what the insurer will pay for the 50 services most commonly billed by the doctor or his or her group. Physicians also would have the right to see fees for services for which they plan to bill the insurer. According to Ken Ferrucci, director of government relations for the Connecticut State Medical Society, an insurer currently can disclose 20 or 30 service fees to a physician before the doctor signs a contract with the health plan (Levick, Hartford Courant, 5/5).
