While President Bush has "shown skill in ... put[ting] together a coalition to fight terrorism," there are "other critical problems in the world," including HIV/AIDS, a New York Times editorial today states. The Bush administration has been "inexplicably miserly" in the global fight against HIV/AIDS and other infectious diseases, the editorial says, pointing out that the United States' "fair share" of the $7 billion to $10 billion that the United Nations is seeking for the effort would be "about $2.5 billion." Instead, the Times notes, "America's actual contribution is one-tenth that amount." The editorial concludes, "Global leadership requires more than visionary statements and forceful American actions. Washington needs to be a leader, not a spoiler, in efforts to build international cooperation" (New York Times, 7/12).
